In the case of INCORRECT usage of `memcmp(a, b, N)` where `a` and `b`
are concurrently modified as `memcmp` runs, there can be a SIGSEGV
in `L(ret_nonzero_vec_end_0)` because the sequential logic
assumes that `(rdx - 32 + rax)` is a positive 32-bit integer.
To be clear, this change does not mean the usage of `memcmp` is
supported. The program behaviour is undefined (UB) in the
presence of data races, and `memcmp` is incorrect when the values
of `a` and/or `b` are modified concurrently (data race). This UB
may manifest itself as a SIGSEGV. That being said, if we can
allow the idiomatic use cases, like those in yottadb with
opportunistic concurrency control (OCC), to execute without a
SIGSEGV, at no cost to regular use cases, then we can aim to
minimize harm to those existing users.
The fix replaces a 32-bit `addl %edx, %eax` with the 64-bit variant
`addq %rdx, %rax`. The 1-extra byte of code size from using the
64-bit instruction doesn't contribute to overall code size as the
next target is aligned and has multiple bytes of `nop` padding
before it. As well all the logic between the add and `ret` still
fits in the same fetch block, so the cost of this change is
basically zero.

This fix is quite simple, just make the `addl %edx, %eax` 64 bit (i.e
`addq %rdx, %rax`). This prevents the 32-bit zero extension
and since `eax` is still a low bound of `16 - len` the `rdx + rax`
is bound by `(len - 32) - (16 - len) >= -16`. Since we have a
fixed offset of `16` in the memory access this must be in bounds.

1. Refactor files so that all implementations are in the multiarch
directory
- Moved the implementation portion of memcmp sse2 from memcmp.S to
multiarch/memcmp-sse2.S
- The non-multiarch file now only includes one of the
implementations in the multiarch directory based on the compiled
ISA level (only used for non-multiarch builds. Otherwise we go
through the ifunc selector).
2. Add ISA level build guards to different implementations.
- I.e memcmp-avx2-movsb.S which is ISA level 3 will only build if
compiled ISA level <= 3. Otherwise there is no reason to include
it as we will always use one of the ISA level 4
implementations (memcmp-evex-movbe.S).
3. Add new multiarch/rtld-{w}memcmp{eq}.S that just include the
non-multiarch {w}memcmp{eq}.S which will in turn select the best
implementation based on the compiled ISA level.
4. Refactor the ifunc selector and ifunc implementation list to use
the ISA level aware wrapper macros that allow functions below the
compiled ISA level (with a guranteed replacement) to be skipped.
Tested with and without multiarch on x86_64 for ISA levels:
{generic, x86-64-v2, x86-64-v3, x86-64-v4}
And m32 with and without multiarch.

(cd ../glibc && git commit -am"[this commit message]")
and then ignored the output, which consisted lines saying "FOO: warning:
copyright statement not found" for each of 7061 files FOO.
I then removed trailing white space from math/tgmath.h,
support/tst-support-open-dev-null-range.c, and
sysdeps/x86_64/multiarch/strlen-vec.S, to work around the following
obscure pre-commit check failure diagnostics from Savannah. I don't
know why I run into these diagnostics whereas others evidently do not.

seperately from memcmp. Support is added for versions optimized with
sse2, avx2, and evex.

This commit adds support for __memcmpeq() as a new ABI for all
targets. In this commit __memcmpeq() is implemented only as an alias
to the corresponding targets memcmp() implementation. __memcmpeq() is
added as a new symbol starting with GLIBC_2.35 and defined in string.h
with comments explaining its behavior. Basic tests that it is callable
and works where added in string/tester.c
As discussed in the proposal "Add new ABI '__memcmpeq()' to libc"
__memcmpeq() is essentially a reserved namespace for bcmp(). The means
is shares the same specifications as memcmp() except the return value
for non-equal byte sequences is any non-zero value. This is less
strict than memcmp()'s return value specification and can be better
optimized when a boolean return is all that is needed.
__memcmpeq() is meant to only be called by compilers if they can prove
that the return value of a memcmp() call is only used for its boolean
value.
All tests in string/tester.c passed. As well build succeeds on
x86_64-linux-gnu target.

Implement memcmp family IFUNC selectors in C.
All internal calls within libc.so can use IFUNC on x86-64 since unlike
x86, x86-64 supports PC-relative addressing to access the GOT entry so
that it can call via PLT without using an extra register. For libc.a,
we can't use IFUNC for functions which are called before IFUNC has been
initialized. Use IFUNC internally reduces the icache footprint since
libc.so and other codes in the process use the same implementations.
This patch uses IFUNC for memcmp family functions within libc.
