	__libc_enable_secure is defined early.

	* wcsmbs/Makefile (routines): Add wmemrtowcs and wmemrtombs.
	* wcsmbs/wchar.h: Add prototypes for wmemrtowcs and wmemrtombs.
	* wcsmbs/wmemrtombs.c: New file.
	* wcsmbs/wmemrtowcs.c: New file.
