S390: Use memcpy for forward cases in memmove.
The s390/s390x memcpy implementations are safe to be
used by memmove.  Starting with this commit, memmove is
using memcpy for the forward cases on s390.

ChangeLog:

	* sysdeps/s390/memcopy.h: New file.
