Add femode_t functions: ia64.

This patch adds IA64 versions of fegetmode and fesetmode.  Untested.

	* sysdeps/ia64/fpu/fegetmode.c: New file.
	* sysdeps/ia64/fpu/fesetmode.c: Likewise.
