LoongArch: Use __builtin_{fma, fmaf} to implement function {fma, fmaf}.
Use __builtin_{fma, fmaf} to implement function {fma, fmaf} instead of
the generic implementation.
* sysdeps/loongarch/fpu/math-use-builtins-fma.h: New file.
