* locale/programs/ld-ctype.c (ctype_read): When given a repertoire
	name of "", store a null pointer instead.

	* configure.in (elf): Set to yes for freebsd*, netbsd*.
	* configure: Regenerated.

	* locale/xlocale.c [! (USE_TLS && HAVE___THREAD)] (__libc_tsd_LOCALE):
	Initialize this instead of __libc_tsd_LOCALE_data.
