	instead of writing the commands directly.
	(generate-8bit-gap-table): Likewise.
	($(objpfx)iso8859-7jp.h): Likewise.
	(generated headers): Depend on shell script instead of Makefile.
	(before-compile): Add $(perl-generated-headers) only if perl is
	available.
	(headers): Depend on $(perl-generated-headers) only if perl is
	available.
	(sed-generated-headers): Remove iso8859-7jp.h.
