* locale/newlocale.c (__newlocale): If setting all categories to "C",
	just return &_nl_C_locobj instead of copying it.
	* locale/freelocale.c (__freelocale): Check for &_nl_C_locobj.
	* locale/duplocale.c (__duplocale): Likewise.
