one found doesn't work on our configure.in.

(autoconf-it): ... here, use that instead of defining conditionally.
Use $(AUTOCONF) instead of literal autoconf.
[$(AUTOCONF) != no] (configure, %/configure): Protect these rules
with this condition.
* Make-dist (autoconf-it, configure, %/configure): Copy those changes.
