Subject: Use U+202F instead of U+2009 as thousands_sep for es_MX

See also [BZ #20756].

U+202F NARROW NO-BREAK SPACE: a narrow form of a no-break space,
typically the width of a thin space or a mid space.

U+2009 THIN SPACE.
