I used these shell commands:
../glibc/scripts/update-copyrights $PWD/../gnulib/build-aux/update-copyright
(cd ../glibc && git commit -am"[this commit message]")
and then ignored the output, which consisted lines saying "FOO: warning:
copyright statement not found" for each of 7061 files FOO.
I then removed trailing white space from math/tgmath.h,
support/tst-support-open-dev-null-range.c, and
sysdeps/x86_64/multiarch/strlen-vec.S, to work around the following
obscure pre-commit check failure diagnostics from Savannah. I don't
know why I run into these diagnostics whereas others evidently do not.

With all Linux ABIs using the expected Linux kABI to indicate
syscalls errors, the INTERNAL_SYSCALL_DECL is an empty declaration
on all ports.
This patch removes the 'err' argument on INTERNAL_SYSCALL* macro
and remove the INTERNAL_SYSCALL_DECL usage.
Checked with a build against all affected ABIs.

This patch consolidates all the posix_fallocate{64} implementation for Linux
in only one (sysdeps/unix/sysv/linux/posix_fallocate{64}.c). It also removes
the syscall from the auto-generation using assembly macros.
The macro SYSCALL_LL{64} is used to handle the offset argument along with
the new INTERNAL_SYSCALL_CALL macro to define correct argument count for
internal INTERNAL_SYSCALL call.
Tested on x86_64, i686, x32, aarch64, ppc64le, and armhf.
* io/Makefile (tests): Add tst-posix_fallocate and
tst-posix_fallocate64.
