(parse_conf): Parse "hwcap" directive to define synthetic hwcap bits
and their names, stored in hwcap_extra.
(main) [USE_TLS]: Initialize final synthetic hwcap bit as "tls".

_dl_hwcap and _dl_hwcap_mask.
