The stub implementations are turned into compat symbols.
Linux actually has two reserved system call numbers (for getpmsg
and putpmsg), but these system calls have never been implemented,
and there are no plans to implement them, so this patch replaces
the wrappers with the generic stubs.
According to <https://bugzilla.redhat.com/show_bug.cgi?id=436349>,
the presence of the XSI STREAMS declarations is a minor portability
hazard because they are not actually implemented.
This commit does not change the TIRPC support code in
sunrpc/rpc_svcout.c. It uses additional XTI functionality and
therefore never worked with glibc.

After commit 37f802f86400684c8d13403958b2c598721d6360 (Remove
__need_IOV_MAX and __need_FOPEN_MAX), UIO_MAXIOV is no longer supplied
(indirectly) through <bits/stdio_lim.h>, so sysdeps/posix/sysconf.c no
longer sees the definition.

This mostly automatically-generated patch converts 231 sysdeps
function definitions in glibc from old-style K&R to prototype-style.
For __aio_sigqueue and __gai_sigqueue I had to add internal_function
to the definitions as noted by Florian in
<https://sourceware.org/ml/libc-alpha/2015-10/msg00595.html> to keep
the functions compiling on x86 after conversion to prototype
definitions. Otherwise, the patch is automatically generated with all
the same exclusions and caveats as in
<https://sourceware.org/ml/libc-alpha/2015-10/msg00594.html> except
that it's a patch for sysdeps files.
Tested for x86_64 and x86 (testsuite, and that installed stripped
shared libraries are unchanged by the patch). Also tested for arm,
mips64 and powerpc32 that installed stripped shared libraries are
unchanged by the patch.

This patch adds support to generate the spec array in getconf from the
conf.list. The generated code is mostly unchanged. the only changes
are due to the change in layout of the spec and val arrays in the ELF.
The val array can also be auto-generated from posix-conf-vars.list
once the remaining macros are added to it.

There is no _POSIX_REGEX_VERSION, so don't check for it.
_REGEX_VERSION has been removed as well[1], so only keep the -1 return
for backward compatibility. I found this when trying to make the
getconf environment variables typo-proof.
