It follows the strategy:
- Align the first input to word boundary using byte operations.
- If second input is also word aligned, read a word per time, check for
null (using has_zero), and check final words using byte operation.
- If second input is not word aligned, loop by aligning the source, and
merging the result of two reads. Similar to aligned case, check for
null with has_zero, and check final words using byte operation.
Checked on x86_64-linux-gnu, i686-linux-gnu, powerpc64-linux-gnu,
and powerpc-linux-gnu by removing the arch-specific assembly
implementation and disabling multi-arch (it covers both LE and BE
for 64 and 32 bits).

I used these shell commands:
../glibc/scripts/update-copyrights $PWD/../gnulib/build-aux/update-copyright
(cd ../glibc && git commit -am"[this commit message]")
and then ignored the output, which consisted lines saying "FOO: warning:
copyright statement not found" for each of 7061 files FOO.
I then removed trailing white space from math/tgmath.h,
support/tst-support-open-dev-null-range.c, and
sysdeps/x86_64/multiarch/strlen-vec.S, to work around the following
obscure pre-commit check failure diagnostics from Savannah. I don't
know why I run into these diagnostics whereas others evidently do not.

This patch provides optimized versions of strcmp and wcscmp with the z13
vector instructions.
The architecture specific string.h had a typo, which leads to ommiting the
inline version in this file if __USE_STRING_INLINES is defined.
Tested this inline version by tweaking test-strcmp.c.

Clean up string functions that do not have a version in gnulib on
the assumption that glibc is the canonical upstream copy of this
code. basename has a copy in gnulib but it is largely written to
handle Windows paths so merging it is not really viable. The changes
mostly consist of switching to ANSI function prototypes and removing
unused includes.
As many of these functions do not get built in a typical build due
to architecture optimized versions being used instead I built these
by hand to verify there were no build warnings and the code was
identical.
