(PR libc/524). Use iruserfopen() for security checks on both
hosts.equiv and .rhosts. General cleanup.
(iruserfopen): New function, performs careful checking on
hosts.equiv/.rhosts files. Disallows all the old forbidden
stuff plus hard links to files.
