	flush instead.  This relaxes the rules from POSIX.1 about
	changing the active handle a bit.

	into <libio.h>.
	Add prototypes for local functions to prevent warnings.

	* libio/iopopen.c: Change prototypes for _IO_fork, _IO_pipe, and
