Add the wcslcpy, wcslcat functions
These functions are about to be added to POSIX, under Austin Group issue 986. The fortified versions use byte counters instead of character counts for the compiler-generated size argument. This is expected to result in less generated code for dynamic object sizes because most allocation functions use byte counts, not wide character counts.
