	* Rules (stdio_lim): New variable.
	($(stdio_lim:h=st)): Use this as intermediate stamp file, depend
	on Rules and config.make, use $(move-if-change) to avoid unnessary
	recompilations, and cleanup command.
	(common-generated): Add bits/stdio_lim.st.
