	no-op, respectively.
	[_LIBC] (tsd_setspecific, tsd_getspecific): Use __libc_tsd_get/set.

	Use __libc_tsd_define for DL_ERROR key.
	(tsd_setspecific, tsd_getspecific): Rewritten using __libc_tsd_get/set.
