Update.
	* localedata/Makefile (tests): Add bug-iconv-trans.
	Define bug-iconv-trans-ENV.
	* localedata/bug-iconv-trans.c: New file.

	* iconv/gconv_trans.c (__gconv_transliterate): Use a temporary output
	pointer, to avoid accumulating output from incomplete (unsuccessful)
	transliteration attempts.
