hurd: Avoid using ino64_t and loff_t in headers
* mach/Machrules ($(patsubst %,$(objpfx)%.h,$(user-interfaces)): Process mig output through $(migheaderpipe). * hurd/Makefile (migheaderpipe): Define variable.
