        string collation according to ISO C.

        wctype/test_wctype.c, wctype/towctrans.c, wctype/wcfuncs.c,
        wctype/wctrans.c, wctype/wctype.c, wctype/wctype.h: New files.
        Implementation of wide character classes and mapping.
