Update.

	* intl/plural.y: Include config.h. Needed to define 'inline' away for
	C compilers that don't support it.
	(yylex): Don't use gcc specific case range syntax.
	* intl/loadmsgcat.c (INIT_GERMANIC_PLURAL): New macro, for old
	compilers.
