	__libc_init_secure and make it global instead of a constructor.

	* iconv/gconv.c: Fix lots of bugs.
	* iconv/gconv.h: Likewise.
	* iconv/gconv_builtin.h: Likewise.
	* iconv/gconv_close.c: Likewise.
