Remove init_array / fini_array configure test.

There is a configure test "for .preinit_array/.init_array/.fini_array
support".  Support for this feature was added in binutils 2.13, so the
configure test is obsolete; this patch removes it.

Tested for x86_64 and x86 (testsuite, and that installed shared
libraries are unchanged by the patch).

	* configure.ac (libc_cv_initfini_array): Remove configure test.
	* configure: Regenerated.
