(strftime): Implement %V format according to Spec1170. * hurd/hurd/sigpreempt.h (struct hurd_signal_preempter): Change prototype of `preempter' elt to use struct hurd_signal_detail. * hurd/hurd/signal.h (struct hurd_signal_detail): New type. (struct hurd_sigstate): Make `pending_data' member an array of that. Use the new type in several decls.
