	define rt.
	* nscd/Makefile: Compile nscd if have-thread-library.  Rename
	nscd-routines to nscd-modules.  Use shared-thread-library and
	static-thread-library in dependencies.
	* rt/Makefile: Only compile librt if have-thread-library is
	defined.
	* Makefile (subdirs): Always include rt subdir.
