	When invoking self, check whether the subsidiary invocation failed.
	Use "???" (not "") to denote unknown time zone information.

	Make this source file portable to standalone contexts (e.g. GNU Emacs).

	(HAVE_LIMITS_H, HAVE_MBLEN, HAVE_TM_ZONE, STDC_HEADERS): New symbols,
